Stewart et al ("Everyone agrees we need poverty reduction, but not what this means: does this matter?", 2003)

This paper examines the different ways poverty has, historically, been defined and measured - with the latter focusing on a range of problems associated with the measurement of poverty. As the authors note: "To devise policies to reduce poverty effectively, it is important to know what we are aiming at".

The paper also outlines and examines four approaches to the identification and measurement of poverty, namely Monetary, Capability, Social Exclusion and Participatory approaches.

In general this paper will be most useful to teachers wanting to update their knowledge about a range of possible ways of defining and measuring poverty.
