If the issue isn't already confusing enough, a range of different definitions are used in different contexts (depending, to some extent, on what it is a particular department wants to measure). Thus, the Family Resources Survey looks at Households Below Average Income (HBAI) measurements in relation to income, while the Family Expenditure Survey defines and examines income in a slightly different way. Furthermore, two crucial distinctions, in terms of defining and measuring income, can be made in terms of the calculation of Income Before Housing Costs (BHC) and or the calculation of Income After Housing Costs (AHC) The crucial issue in relation to the above is the difference between "income" measured as money received by an individual or household before any outgoings and "income" measured as the money left once outgoings (such as tax and living expenses) have been deducted. |
